Mr. Cooley was born and raised in Lexington, Kentucky. He received his Undergraduate Degree, a BA in Political Science from the University of Kentucky in 1983. He received his Juris Doctorate Degree from the University of Louisville in 1986. In 1994 the Cooley Law Office opened in Owensboro.

Mr. Cooley is a member of the Daviess Court Bar Association, Kentucky Bar Association, He is licensed in all Kentucky State Courts and the United State District Court for The Eastern District of Kentucky, United States District Court for the Western District of Kentucky, and the United States Sixth Circuit Court of Appeals.
